Rev. Hills has 35 years of experience as a physical therapist working directly with individuals and families affected by disability and 15 years of business and administrative experience as a business owner. She is under Episcopal Appointment of the Western Pennsylvania Conference of the United Methodist Church as Executive Director to All God's Children Ministries and to the Erie Meadville District for her secondary appointment. She has led and participated in more than 30 international mission outreaches in Central America. She serves on The Erie Meadville District Superintendancy Committee, The WPA Conference Board of Ordained Ministry and is Vice Chair of the Denomination's Committee on Disabilty Ministries.

Rev. Hills founded All God's Children Ministries in 2010 in response to God's call on her life. Debbie is passionate about helping to create a culture in our communities and in our churches that will lead to all people, regardless of ability, finding a place of true acceptance and belonging. The ministries she leads include a ramp building program that engages more than 40 local churches, a respite care program, international disability missions program, and teaching, equipping, and preaching on topics related to disability issues.
